Minutes

1. Introduction of participants, informing about the current situation.

The school year will start as planned on Monday, 10th of September 2001. Available data about the conditions of the school buildings in the war affected areas, about the number of IDP children, refugee children or children who are currently in war affected areas, are currently being collected.

2. Identification of the main problems / data about the IDPs / data about the refugees.

The current situation in Kumanovo, Dojran, Veles, Bitola, Ohrid and Debar - where most of the IDPs are currently located - is being assessed by CRS.

It has been proposed that Albanian speaking refugee children who have been settled in Katlanovo should go to PS Bratstvo Edinstvo in Konjare village. Macedonian speaking children from grade I to IV should go to PS Koco Racin in Katlanovo village, and from grade V to VIII in the same school in Petrovec. Unfortunately the citizens from Katlanovo village are currently preventing the IDP children from entering the school in their village, so most probably the children will be transferred to either Petrovec or Konjare. The school directors are willing to cooperate with decisions of the Ministry of Education and Science.

The grade I-IV refugee children settled in the Suto Orizari camp will go to school in the camp, and the older children will attend PS 26 Juli (for Albanian speaking) and PS Braka Ramiz i Hamid (for Macedonian speaking). If security problems arise the children from PS 26 Juli may be transferred to Makarenko Evening School.

There is a concern that IDPs currently settled in collective centers may be further displaced, as these facilities will soon be needed by their main (original?) users.

Until the school year starts, precise data about the number and location of affected children will not be available.

The international community once again stresses its readiness to help the Government and is waiting for further data from the Ministry of Education and Science.
