The participants determined the following

AGENDA

  • Reports for humanitarian activities

  • a) Reports from the 20th meetings of NHC

    b) Reports from the organizations for last week's activities

  • Broadening the scope of activities of NGO Humanitarian Coordination

  • Problems, issues and needs to be considered and solved

  • Ad.1

    a) Emina Nuredinoska, MCIC made introduction to the 20th meeting of NHC. Aleksandar Krzalovski, MCIC made an additional comments to the introduction.

    Minutes from the 18th and 19th meetings were distributed to the organizations.

    b) The participants in the meeting submitted short oral reports, as well as written ones, on the activities carried out in the previous period.

    - food / non-food products

    For the inhabitants of Lipkovo region, Natyra distributed 13 tones flour and 20 tones livestock food.

    - collective centres/host families

    Natyra in cooperation with Shelter Now supported more than 450 host families. The assistance included: firewood, firewood heaters, small reparation of houses etc.

    SOZM, for the children in collective centres Pelagonija and Olimpisko selo, provided presents and Christmas trees for the New Year's Eve.

    During the New Year's Holidays, Medzasi organized reach cultural and fun program for the displaced persons in their collective center.

    - reconstruction

    Mesecina in cooperation with Centre for Perm Culture and Peace Building from Gostivar, finished with reconstruction of the school "Petar Jovanovski" in the village of Dolna Banjica. The project was supported by UNHCR.

    - Psychosocial / education activities

    MCIC organized art workshops for displaced persons settled in four collective centres in Skopje during the holidays. For the needs of the project, MCIC engaged the Centre for Human Relation. The project also includes psychosocial workshops and consultations for IDPs in two collective centers (Pelagonija and Senic). The project should be completed by March 2002.

    - other activities

    SAZM in Tetovo organized workshops for knitting. Women participants in the workshops knitted more than 500 jackets for the people affected by war conflicts.

    "Sonce" in Tetovo organized New Year concert and divided 100 presents for children affected with armed conflicts. Also, "Sonce" in cooperation with Mercy Corps, established mini-production line for knitting and employed 9 women (3 Macedonian, 3 Albanian and 3 Roma) who lost their jobs during the war crisis.

    Ad.2

    Memedali Rahmani, Mesecina made introduction and emphasized that scope of activities of NGO humanitarian coordination should be broaden, so could common action and cooperation between domestic NGOs take place, because the so-far results showed that the projects implemented by domestic organizations i.e. "from us for us" projects are more successful and more effective.

    Dragi Zmijanac, Medzasi, considered that domestic NGOs should be protected and put in priority position by the Macedonian Government with special mechanism or special condition that will force the international organization to make an obligatory partnership with some domestic organizations.

    Other participants supported the proposals for broadening the scope of activities and common action of domestic NGOs.

    Ad.3

    Artemis Perik, OOZM believes that domestic NGOs are not informed well enough about activities taken by international organisations and asked from NHC representatives to request written reports from all present participants on the meeting.

    Aleksandar Krzalovski, MCIC suggested each organisation to attend some of sectorial meetings, because MCIC covered only few of the meetings.

    Guner Nebiu, SAZM stressed the needs of assistance in firewood and heaters for citizens of Tetovo villages affected with armed actions n the past months.

    Nadir Redzepi, Sonce, emphasized that the situation with coordination of humanitarian activities in Tetovo is chaotic. Results of this situation are misunderstandings and doublings from one side and persons who did not receive humanitarian assistance from other side.

    Dragi Zmijanac, Medzasi, said that an emerging problem that should be considered is the situation with the displaced persons from Arachinovo and the vague attitude of the government about the future status of these persons considering that they refuse to be returned in the village.

    Bajram Sulejmani, Natyra, stressed the problem with travel costs for students, who travelled on relation Kumanovo - Skopje and Tetovo - Skopje.

    After the discussion, the participants resumed the following

    Conclusions

  • Returning of displaced persons. For the benefit of the community and coexistence, it is necessary to make additional efforts from all relevant factors for the displaced persons from every part of the country to be returned in their homes.

  • Donation for collective centre Medzasi. Because of very frequent use the laundry in the collective centre of Medzasi is damaged. Therefore, a new laundry machine for this center is necessary to be provided by some of the donors.

  • Domestic NGOs protection mechanism. For a more successful implementation of all projects aimed at persons in need, the Macedonian Government, as a necessary condition for the international organisations, should introduce an obligatory partnership with domestic NGOs. This should improve project implementation (because of greater knowledge of the customs, traditions and general situation in the country by the domestic organizations) and protect and use the capacity of domestic organizations.
